+ 12-24-2018 - ICAP signed a letter requesting a public hearing

ICAP signed a letter requesting a public hearing regarding increase the threshold level at or below which appraisals would not be required for residential real estate-related transactions from $250,000 to $400,000.  The letter states the history surrounding the question of the residential appraisal threshold compels a public hearing to be held for the benefit of both regulators and impacted stakeholders.

+ 12-16-2018 - The Appraisal Foundation strongly encourages not to increase the appraisal threshold

The Appraisal Foundation believes that increasing the appraisal threshold level would negatively affect safety and soundness in real estate lending practices. It would likely prompt many financial institutions to significantly reduce attention to collateral risk management. This position is supported by the Government Accountability Office (GAO) report1 in January 2012, where no support was found to raise the current threshold amount.

The Illinois Coalition of Appraisal Professionals (ICAP) joined 17 other organizations in saying it “strongly opposed” the National Credit Union Administration’s plan to reduce the number of non-residential real estate loans requiring appraisals.

+ 11-20-2018 - Regulators propose ending appraisal requirement on some home sales of $400,000 and below

The Federal Deposit Insurance Corp., the Office of the Comptroller of the Currency, and the Board of Governors of the Federal Reserve released a proposal that would increase the appraisal requirement from $250,000 to $400,000, meaning that certain home sales of $400,000 and below would no longer require an appraisal. This rule would not apply to loans wholly or partially insured or guaranteed by, or eligible for sale to, a government agency or government-sponsored agency.
